"We cannot always build the future for our youth, but we can build our youth for the future." The Ministry is organised as follows: By the recommendation of the PARDIC Committee, each Ministry is expected to establish four (4) functional directorates. These functional directorates are specialised divisions intended to help the Ministry focus sharply on its policy formulation, co-ordination, monitoring and evaluation roles. These divisions for now have not been created in the Ministry of Youth and Sports due largely to unavailability of human resources and inadequate office accommodation. It is hoped that with the completion of the office annex under construction, there will be sufficient office space to address this predicament. The main functions/activities of the directorates are enumeratein the following sections.
This Division ensures that approved personnel policies in the Ministry on employment, personnel records, ironing and wages and salaries administration are translated into good management practices and effectively carried out. It also safeguards the interest of the Ministry in all financial transactions relating to revenue and expenditure. This Division further ensures that services and facilities necessary to support the administrative and other functions of the Ministry are available. lt also ensures the provision of an effective and efficient system of internal checks and the practice of proper and accountable administration. This Division/Unit ensures the development and periodic review of comprehensive and sustainable policies, plans, programmes and budgets to cover all activities of the Ministry. It caters for the design and application of monitoring and evaluation systems for purposes of assessing the operational effectiveness of the Ministry. This Division ensures that staff with requisite background for various types of work in the Ministry are recruited, trained, re¬trained, motivated and developed on a continuing basis for the It also ensures that there is in place an effective and stable personnel policy and management framework consistent with the overall manpower needs of the Sector. This Directorate projects the good image of the Sector both within and outside the country by disseminating information on Government policies, activities and procedures and provides a source of feedback information on Government’s actions and policies. It functions to create an atmosphere favourable for the exercise of the functions of the Ministry by promoting and maintaining good relations between the Ministry and its clients and to maintain data bank for decision-making. <<< Functions Leadership >>>
